Hi ill admit i got no idea what im doing , but this should work ...
Did some research and found nothing that works. here is a list of things i thought to try.
Bran new document, and when making a circle square what ever, i get no fill color .
Layer and fill are both set to 100% opacity. .
i have only 1 circle and is on top layer.
I checked that flat color is checked.
Yes i click the color bar to no result.
i tried adding a gradient color that works fine , but still no color beside the gradient color.
Tried uninstalling and reinstalling inkscape also.
Also opened an old document i have that worked fine and the problem is thill there in that old file for any new circle i create, though the old stuff looks fine.
So yeah thats a list of what i tried any idea or tricks i can try are welcomed, tks for any help .

Take a look at the pic attached, particularly the boxes highlighted in green. In your file, are both boxes set to '100'?
If that doesn't help, maybe you can upload an SVG file showing the problem?
